History: Mr. Phelps is born and raised here, went to art college in Japan, then finished his master's degree here to get a combination Western/Asian art background. He has been teaching here for 6 years and is unmarried.
Personality: Phelps is pretty easy-going, except when it comes to tests. In his class, if you are absent the day of the test, regardless of whether you have a note or not, he will fail you on the test. He does give lots of extra credit, though, for anyone who goes and visits an art museum or does another artistically-related project. As a person he likes to laugh, and frequently pulls tricks on his class. He never wears sandals.
